Pappano Consulting Inc. (PCI) is a boutique management consultancy dedicated exclusively to governance and parliamentary procedure. We provide organizations with expert guidance in Robert’s Rules of Order and rules of order more broadly, helping boards, executives, and member-driven bodies conduct their business with fairness, efficiency, and confidence.

 

Unlike general management consultancies, PCI focuses solely on governance and parliamentary procedure in a full-time professional capacity. Our work includes presiding over meetings, serving as the professional parliamentarian during meetings, advising on complex governance issues, drafting and interpreting bylaws (and other rules), and delivering tailored training to leaders at every level.

Our Founder & President

Justin G. Pappano, PRP, is the Founder and President of Pappano Consulting Inc., a consulting firm specializing in parliamentary procedure and Robert’s Rules of Order. A Professional Registered Parliamentarian — the highest credential conferred by the National Association of Parliamentarians (NAP) — Justin is among only a handful of experts in Canada holding this distinction. Justin is recognized for guiding organizations through complex governance challenges with clarity, neutrality, and expertise.

Justin’s practice encompasses presiding over high-stakes meetings, advising boards and executives, drafting and interpreting bylaws, and delivering governance training to leaders at all levels. His clients collectively represent billion-dollar budgets and millions of members, relying on him to safeguard fairness, efficiency, and accountability in their decision-making processes. He is regularly engaged to preside over high-stakes meetings, deliver governance training, and render formal parliamentary opinions.

Beyond his consulting practice, Justin serves as an officer and board member of the National Association of Parliamentarians, holding the positions of District Director Representative and District IV Director. He is also Treasurer (and immediate past President) of the Ontario Association of Parliamentarians, a Life Contributor to the NAP Educational Foundation, and an active member of the American Institute of Parliamentarians.

A sought-after educator and speaker, Justin has presented dozens of workshops at national and international conferences, covering topics from parliamentary fundamentals to advanced issues such as bylaws interpretation, presiding skills, and minutes. His expertise has been cited in the media, and his formal parliamentary opinions have played a crucial role in resolving governance disputes.
